Logging out doesn't delete cleintregistry.blob, it just overwrites it.
Deleting clientregistry actually forces STEAM to do a quick system integrity check.

Yea, i know it doesn't delete it. Logging out is usually the first step i give people, specially those who aren't as tech savy. It's a lot easier to tell them how to log out them have them navigate all through their steam directory. =P
